kyoto to rishiri-to

What you're suggesting is completely unrealistic and impractical.
The best way to cover such a distance would be to take the bullet train from Kyoto to Tokyo, go to Haneda airport, and fly direct from Haneda to Wakkanai. From there you can easily get to Rishiri. You can use a cheap fare like the ANA's Experience Japan Fare for just ¥10,800.

Going from Kyoto - Rishirin is a route that would take up a day and a half of travel alone by train and ferry. So flying would be the only option if you wish to make it in time to Rishiri-to.

I would really recommend researching the route and see if you can match it to your wishes.
