Hi there,
The Japan Rail Pass must be activated within 3 months of the date of purchase. At activation in Japan you can specify a starting date up to a further 1 month in the future.
In your case, September the 23rd/27th falls within the next 3 months so you can purchase the rail pass at any time from now and it will be valid on use in Japan.
