Where did you hear that? I'm interested as you can use high-speed trains, including the Shinkansen.

There is one thing to take note off and that is that train services named Nozomi and Mizuho are not included. You can, however, board the Hikari and Sakura Shinkansen on the same routes. The difference is that the latter make a couple more stops on the way. For instance, between Tokyo - Kyoto this adds 19 minutes of travel time, other than that there are no such restrictions. In fact, the fastest bullet train in Japan, the Hayabusa between Tokyo and Hokkaido is fully covered by the JR Pass.
