My plane lands at 21:25 New Chitose Airport Sapporo. The counter is closed at that time for me to convert to JR pass. The earliest the counter open is 8:30 at Sapporo JR station. I need to get on an early train(before 7:00)back to the airport to pick up the pocket Wifi. Is there anyway to convert earlier?

The list of offices to convert your exchange order is here. Those are the only places you can do it. Sorry but it may not be what you want to hear.
