We will be travelling to Kanazawa from Tokyo in July this year, and then back to Tokyo four nights later. Would it be better to buy the Hokuiriku Arch Pass instead of the standard JR Pass, as it is slightly cheaper? Can the HA Pass also be used in Tokyo, like the JR Pass?

You could indeed use a Hokuriku Arch Pass here. It is slightly cheaper than a 7 day JR Pass and also includes travel in Tokyo.
