Our itinerary is as follows

Sept 13 Narita > Kyoto

Sept 13 - 20 : day trips from Kyoto (including Osaka, Kobe)

Sept 20 Kyoto > Koya San

SEpt 22 : Koya San > Wakayama

Sept 23 Wakayama > Chiba (Ichinomiya Beach)

Possible day trip to Tokyo & local travel

Sept 26 Ichinoiya Beach > Narita

Please advise whether 14 day pass or individual tickets / prefecture passes most appropriate.

Here are the base costs for your trip. Please note that I have assumed additional day trips to Hiroshima and Nara from Kyoto as they are top destinations and you have a lot of time:

  1. Narita airport terminal 1 > Kyoto: ¥16330, (238mins, 592km)
  2. Kyoto > Osaka: ¥540, (28mins, 42km)
  3. Osaka > Kyoto: ¥540, (29mins, 42km)
  4. Kyoto > Kobe(hyogo): ¥3440, (55mins, 75km)
  5. Kobe(hyogo) > Kyoto: ¥1050, (57mins, 75km)
  6. Kyoto > Nara: ¥690, (44mins, 41km)
  7. Nara > Kyoto: ¥690, (44mins, 41km)
  8. Kyoto > Hiroshima: ¥10990, (112mins, 380km)
  9. Hiroshima > Kyoto: ¥10990, (126mins, 380km)
  10. Kyoto > Osaka: ¥540, (28mins, 42km)
  11. Osaka > Wakayama: ¥3020, (70mins, 79km)
  12. Wakayama > Chiba: ¥15820, (332mins, 667km)
  13. Chiba > Tokyo: ¥1830, (30mins, 39km)

JR ticket cost: ¥67740 for 15 legs

  • 07 day rail pass (¥28,300) saving: ¥39440
  • 14 day rail pass (¥45,100) saving: ¥22640

As you can see, with a 14 day JR Pass and the above itinerary you would make good savings. Taking out the trip to Hiroshima from Kyoto would mean you would be breaking even on travel costs compared to purchasing JR tickets individually, but would also still retain flexibility to do any further travel for free such as the travel around Tokyo you mention (map of JR lines in Tokyo for reference).

Please note that for Koyasan you'll have to use non-JR lines from Osaka. Here is a sample itinerary for you.
