Hello there,

Traveling in Kansai, the area where, Kyoto, Kobe and Nara are located is not very expansive. Generally I would advise buying normal tickets as this is in most cases the cheaper option. For instance the Kansai Pass requires at least 2,300yen worth of travel a day. You'd have to do a good amount of travel, to break even.

In comparison, a one way ticket Kyoto - Nara is ¥ 710 and Kyoto - Kobe is ¥ 1,080.

A 7 day JR Pass can be useful if you come from Tokyo, visit Kansai and to Tokyo after.

Hope this helps,
Daniel
