Hi there, The rail pass can be used on local Tokyo and Osaka JR operated lines only. This means that in both cities while you will be able to travel on JR operated trains and buses for free, you will have to pay to use alternative lines. For example, in Tokyo there are a few rail operators (Toei, Kintetsu and others), and also the metro system is non-JR too. The Tokyo monorail is valid for travel with a Japan Rail Pass. In Osaka, there are more JR operated trains, however the metro is non-JR. Based on your base ticket price being ¥21090, even if you were to make a lot of trips on the JR lines in Tokyo and Osaka it is unlikely you would spend enough to justify a 7 day rail pass as each local trip is generally around ¥100-200. JR-East also offers a reduced rate Narita Express and prepaid Metro card combo-package so you can make some more savings there. Hope this helps! |
