Hi , can i get a rail pass even if im a permanent residence here in japan ? Because next year i have a friend will visit here in japan and he wants to see japan and i'll be with him . Its to expensive for me to buy tickets

I am sorry to bring you bad news but only foreign visitors to Japan entering Japan under a tourist visa can use the JR Pass. I am afraid that you'll have to purchase normal tickets.

You are basically considered a Japanese citezen when it comes to discount passes. You could look at the Seishun 18 Ticket.

Actually, you can get a JR Kanto Area Pass, as long as you are a holder of non-Japanese passport.

That might save you quite a bit of money.

The Seishun Kippu is valid nation wide but only available in certainly periods. The Kanto Pass only is valid with in Kanto Area.
